JCP&L Gets a 'Big Fat F,' Montville Administrator Says
Mayor said utility company provided street-specific information to township officials Thursday, but it was the first communication about work in Montville.
Mayor Tim Braden said it took the township 10 days to get a call back from JCP&L with Montville information.
"Today is Day 10 of the storm. This is the first day that we've received a call from JCP&L telling us where the crews are working," Braden said.
JCP&L management responded to Montville Thursday morning, as roughly 20 percent of the township remained without power, with detailed information on where they expect power to be restored next. Streets the linemen said they would be working on Thursday included Douglas Drive, Passaic Valley Road, Jacksonville Road and parts of the Lake Valhalla community.
Braden said he and other township officials, as well as residents, have been frustrated by what he called poor communication from JCP&L management as residents and business owners have waited days and nearly two weeks for power restoration.
"This is the information that we were looking for on Day 2 and 3, not on Day 10," he said. "Fortunately, we have some answers for our residents."
Township Administrator Victor Canning said that the township had not received direct information even confirming that JCP&L linemen were working in Montville until Wednesday.
"They get a big, fat 'F,'" Canning said.
He said the company, having experienced similar storms, should have been better prepared to communicate with municipalities. The communication Canning said he did have with JCP&L throughout the week was non-specific and did not seem, in his opinion, to address the needs of Montville residents.
"They're not newbies," he said. "What they failed miserably at is what was done yesterday should have been done the very first day."
On Tuesday, the mayor said the information being provided by JCP&L was "grossly inaccurate." Ron Morano, a spokesman for JCP&L responded.
"The information that we provide is based on estimates," Morano said. "Estimates can change depending on other work that's going on."
Morano was not immediately available for comment Thursday.
The township also posted a list of known streets with outages on its website on Wednesday, but Braden said approximately 70 streets that remained without power were not included on the list. Canning clarified that the list was more of a worksheet that detailed the streets JCP&L confirmed to be aware of being without power.
"We were apalled that the list was incomplete," Braden said. "We knew it was incomplete and we posted it because we were concerned that if our police officers missed something, perhaps the lights were on because they were on generators, we wanted them to confirm with JCP&L."
Despite his concerns with communication from JCP&L, Braden is hopeful, based on Thursday's estimates from the company, that much of the township will soon be restored. He also noted that the township has been pleased with the work of the linemen, themselves.
"We're very pleased with the local power crews, as well as the crews from Ohio, Alabama," Braden said. "Our problem is not with the line crews. Our issues are with JCP&L management and their inability to communicate."
However, Canning did have a message to communicate to the residents of Montville.
"I will not stop until I know everyone has their power restored," he said.

I would like to request a meeting with the Montville Township Committee and the JCP&L executive that handles Montville's account. Please reply if you would be interested in attending this meeting. The purpose will be:
1. Why there is no communication between JCP&L and the Township
2. Who takes care of removing the trees that knock down the power lines (I sent an email to the mayor and he did not respond to my question) in order for JCP&L to work on the power lines that are down?
3. The following questions will be directed only to the township committee: What is their role when we have this kind of situation? How do they communicate to the residents?
If you have other questions that you would like to add to the list feel free to add them. The only way we can get something done, is by getting together as a community and demand more from the township committee who has been appointed by the Montville residents.

I too live on Waughaw. We are ALWAYS the first off and the last on. I am sick of the town and JCP&L NOT taking care of the electrical infostructure in that area. So much so that I called the Govenor's Office yesterday and gave them an ear full. I am sure it accomplished nothing but I felt better! Hang in there !

Thanks, Leslie. It's just frustrating that we've been asking JCP&L for years to maintain the lines on the street (they have no problem showing up to saw their way through my property on the county lines, by the way!) and every year the lines come down in the same spot due to poor/nonexistent maintenance.

I'm in no way defending JCP&L as I've only had lights now for about 20minutes (I'm on Jacksonville & Main Rd), but what kind of maintenance could possibly be done to prevent falling trees from knocking out power lines, short of chopping down every tree in the area? I too have outages a lot, I'm on a little section of road that only has 4 houses, so of course we're at the bottom of the list for restoration. I hate that, but I'd hate for the trees to be chopped down as a preventative measure.

I have all underground wiring and I am still without power. It's not just about the poles and cables. It's also about information. Had I known that I would be without power for this long I would have prepared differently. JCP&L is completely disorganized and is clearly not able to supply accurate information.

I just called JCP&L also based on this comment. They stated that someone had been out to look at the issue on the 7th. All they stated in the ticket was that there was a UG Fault. No indication as to what will need to be done to resolve it or when. As usual, no useful info.

Demoray has power again. I think Cheryl, Konner and Britanny most liekly do as well. I asked the JCP&L guys and they said they just bypased the underground fault. Why they could not have done that days ago is beyond me. I don't think it took them very long. JCP&L is slack!

JCP&L relies on people calling in their outages. Problem is, this time the LAN lines went down to. That's why they have no clue as to who is really down.

I think that everyone in NJ who is forced to use JCP&L should not pay their November bill. Maybe then someone at First Energy/JCP&L will take notice. I also think that we should know who is the manager for our area and what steps are they going to take to prevent something like this from happening in the future.

Agreed, Is there a lawyer either in town or not that would be able to support this group type movement? As we all know, or better by now, that this would go to court and the little guy, us, would loss because they would have a team of lawyers to come up with some nonsence loop-hole to get them off the hook, and even add extra charges to our bills, that's the world we're in until the tipping point is met.......

I live on upper Waughaw too. We have been without power for 11 days. I have been unable to get any kind of timeline from JCPL and was told this morning that the restoration was supposed to be completed by Sunday "before the new storm", though they "weren't prioritizing new outages", which is untrue because a street adjacent to Waughaw went down for only 5 hours last night before being restored by JCPL early this morning. Unbelievable.

OMG! That makes me so angry. I don't want anyone else to suffer but come on! What are we going to do about this? We pay our bills and taxes and get what from the town and the utility company. Nothing! I also heard that JCP&L workers were given the day off on election day to vote! Who is investigating that? What are we going to do about this? I am sick of it.

Day 11 here on StonyBrook Road and Waughaw, where there are still down power lines!!!! No one from jcp&l seems to care about us because we are considered secondary because we are not near a fire dept nor hospital & our area is not considered densely populated!!!!!

My sister lives in Towaco, so I went to the JCP&L website to report it and her power came back on shortly afterwards but no one else's near her. The Waughaw Road/Stonybrook Road power line infrastructure is abysmmal at best. It has been continuously patched for decades to the point where it is just about worthless. I have been here for 26 years and have suffered innumerable power outages. It has gotten so much worse in the last few years. As for the Waughaw residents, not only do they have to suffer through what JCP&L Co. is putting them through, but the decimation of their properties by PSE&G. Life on this mountain is very hard for so many. There is an emergency Township Committee meeting being held Saturday November 10th from 9am to 12 pm in Town Hall to address hurricane response. This was posted to my FB wall by Committeman Scott Gallopo. Somebody needs to really address these issues as we go on to Day 11 up here without power!

I agree. Why can't Montville take such an action to request that another utility take over. On a percentage basis, JCPL has less overall customers without power but based on number restored compared to number of outgages, this is absolutely not nearly acceptable. This is the 2nd major problem in the past year and obviously, nothing has changed. We are on Foremost. I reported the outage days ago. Today I reported again. Obviously our report was not recorded.

Still no power on Roe Ri Rd., Mary, and Maple. Hook Mtn Rd. is STILL closed off AND, our streets were NOT on the JCP&L list. When I called JCP&L this morning I was told that 280+ Montville customers were ESTIMATED to get power yesterday, BUT that NO Montville customers -ZERO- actually regained power (this is according to THEIR OWN records). They, also, said that there were NO crews assigned to Montville AT ALL yesterday. Then, I was told that the ESTIMATED number of Montville residence to regain power TODAY, 11/8, would be over 700 and tomorrow over 300. What does Montville, the township committee, the Mayor, etc. have to do to get this done? The response from those who "run" our town and from JCP&L has been terrible. If the Mayor has a direct line to electric company, than PUT PRESSURE ON JCP&L. CALL THEM EVERY HOUR, IF YOU HAVE TO.

Brook Valley Rd. seems to be a "forgotten" area of Montville. The Towaco section is between two sections of Kinnelon and it appears that Montville abrogates its responsibiliy in this area. It also is another of those areas where there is no town water or sewers so during these power outages conditions become quite unhealthy.
It also is a road used by many individuals to travel from Rt. 23 to the Towaco RR station so I'm not sure how it's classified, ie secondary road? I surely would like to see more attention paid to our road and section of Montville, in general, but especially during power outages such as these this year and those of last year.

Not that it will make you feel better Barbara but Kinnelon completely ignores brook valley road east of you. No power for most homes headed toward 287 and JCP&L doesn't have a clue when it's getting restored. Loved the road closed signs up for days until someone took out the low hanging wire. Ridiculous!

Still no power on Woodshire Terrace for 11 days and no credible info from anyone on when power will be restored. We have had to vacate our home and live like vagabonds. It is obvious that JCP&L is shortchanging maintenance and customer support. This level of incompetence is intolerable. Top management must be dismissed, credit issued for failure to deliver service and stiff penalties imposed on the company and senior company officers. I understand that a substation serving Woodshire , Nathan, jaramhek neighborhood that was damaged in the storm and that JCP&L does not have the part. They ordered the part and it takes about two weeks to get it. God forbid these knuckleheads put some extra parts in storage for emergencies !

Once power is restored everyone should take picturers of jcpl's poor maintenance and submit to to the nj board of public utilities. Second if anyone is savvy with setting up a web site, one should be set up one about first energy's(jcpl parent) and post picturers and locations of any area where there are issues with line maintenance where ever first energy does business. Then when problems arise, its easier to file lawsuits against them.

JCP&L can only give restoration estimates which are moving target. Our Mayor and township committee have not been effective in getting answers from jcp&l or communicating to us. If the township holds this meeting with the citizens and JCP&L the first item the township should ask for is the JCP&L engineering circuit grid map for Montville. This map would help Montville officals understand the "real" restoration process. The process is always primary loops/legs first and secondary taps after that. No power company in their right mind could provide any better info then what their grid map shows. As at least one blogger above stated - they have only 4 houses on their street and if the street is a dead end then they will be one of the last to see service restored. I'll bet if you look at last year's storm and this years you will see an identical pattern regarding which streets in Montville got power back ahead of others.

Line crews have told me at least three times the fix is a breaker on a corner pole.

Perhaps it's me, but it seems like there may be a few more people at this Saturday 9am meeting than would fit in Town Hall. It seems people might be pretty upset.
It would be really frustrating to leave your cold home after taking a cold shower and find there was no parking and you couldn't get inside the building because of the size of the crowd.
Call me ignorant. There have been a lot of comments on Patch. Given how upset it seems so many people are about this, I would think there might be a possibility of hundreds and hundreds of people showing up. Who am I to question, but I wonder if this is the right venue.
Saturday morning at 9 am? How many people? Just saying.

Yesterday came and went and our power in the Douglas Drive area is still powerless. New poles have been up. Cable came & left because all the wires are still connected & on the ground. Douglas was listed as one of streets to be restored yesterday.

AC- saw comment about lil learners daycare. We are there too. What can we do with the children? Senators office is in that building too. I hope he is complaining too to JCPL. Other buildings around there have power and I didn't see changebridge on the list.

I have been without power for 9 days (finally restored on Wednesday). Although we do not have a choice with who delivers electric, I decided to get back at JCPL in the best way I could. I set my bill pay to pay my JCP&L 9 days late going forward. I urge everyone else to do the same.

Art Daughtry, I bet you are wrong. We were dead last restored durinf Frankenstorm 2011 and this year restored on 11/2. And my lines are underground. We lose power A LOT! Two years ago we bought a generator because lack of power caused my sump pumps to fail and flooded my basement! I am really tired of JCP&L.

That's great you got power back quickly this time around, however I'm not wrong (sorry). The advice I left should be used between the township and JCP&L. It sounds like Tim is dealing with the PR folks at JCP&L. Back in the 70's I was the disaster coordinator for NJ Bell Tel working in the JCP&L line office. While much has changed since the 70's ice storms (anyone remember those) the process to get folks power back has not. JCP&L along with a circuit grid map should explain to the TC and public how restoration realy works. They can't explain it all at sat's meeting because the public will need to vent, however some time in the near future they should sit down with our emergency mgmt coordinator, our administrator, and possibly our mayor. The mayor is not the important one because that person changes more often then our administrator and hopefully our emergency mgmt coordinator.

I live on Woodmont Road. JCP&L restored power to the entire street 3 days ago, but not us because our line is down at the pole on the street - I call twice a day asking when we will get power.....I guess we are just one in a million other people doing the same thing. It is not only JCP&L. It is also Optimum (Cablevision). Our electricity was out for about 6 days after the storm. This, in our estimation, was pretty good but still deserves some kind of a refund. No service, no payment. However, our Optimum account which includes cable TV, Internet, but, more importantly, our phone, has been out since day one. It comes on - as a tease - for a few hours - and then is gone again. Consequently, we have had to keep putting minutes into our cell phone since this is our only means of contact. So, Cablevision/Optimum, are we going to see some kind of a refund from you? I am using someone elses Internet right now. To some, this might not be an inconvenience. However, to my family andme, without a telephone, is an inconvenience.

Just wandered through town, Hook Mtn , Pine Brook Rd, Douglas Drive, Waughaw, Stoneybrook, Parts of Lake Valhalla , Lower Taylortown. Not one utility truck to be seen anywhere. Are any crews in Montville? Unless someone starts doing something the latest promises are empty IMO.
By the way. Is that a speed trap on StoneyBrook in the unmarked Black Dodge?

Waughaw definitely still in the dark.
But I got some information from a neighbor a few months ago. Back in April 2012, She spoke to a "Reliability Engineer" for our area from JCP&L. He made the following assessment of what needs to be changed to decrease the frequency and the duration of power outages in the area. This is his list:
1 - 7 arrestors need to be changed.
2 - 2 animal guards need to be added.
3 - Remove a vine on a primary wire.
4 - 5-1- fuse cut outs changed/added.
5 - 4 year cycle of trimming trees
6 - 5 year cycle of inspections
Obviously I am not sure any of the above would have made a difference in this case but it just goes to show that someone did assess that there were issues that needed to be addressed.
From what I understand, he put a work order in and it was supposed to take about 2 months. Doubt it ever happened since we've lost power a couple of times since, not mention this time.
It is this complete indifference that really troubles me.

The trouble is also that First Energy has no financial incentive to keep the system running. All they do is handle the transmission of electricity (they haven't sold electricity since de-regulation) and get a return on their investment. So when power goes out they're not losing revenue, they just hire some temporary workers and pass the costs on to us.
If they have no skin in the game they should lose their monopoly.

Once again, those of us on Stonybrook Road and Waughaw Road are left in the dark. It really is astounding how poorly we are treated in these situations. There was some hope earlier in the day when a neighbor was "assured" that JCP&L was going to be working on Waughaw. That never happened. I still have wires down on my driveway that feed the power up here. Nobody has been here to work on them.

According to Gov. Christie's office, the State of NJ Office of Emergency Management (OEM), coordinates with the OEMs of the various counties. In turn, local municipalities are to communicate their issues, need, etc. to their county's OEM. Who, if anyone, in Montville Township government has contacted the Morris County OEM relative to the needs and issues of our residents?

Madison NJ hs their own power company and power is always restored in less
than JCP&L are doing. Why don't we look at Madison and mirror what they have
done. JCP&L again is not working. I have not seen one truck in the area of
Crescent roads since Sandy. They are again disappointing and a disgrace. As
